11 November | Time to Scale Up: The Urgency to Close the Weather & Climate Data Gap

This high-level SOFF event will launch the SOFF Action Report 2025, showcase country progress, and announce new pledges and growing international support to close the most critical weather and climate data gaps worldwide.
Speakers include:
H.E. Maxime Prévot, Deputy Prime Minister and Minister of Foreign Affairs of Belgium; H.E. Sara Aagesen Muñoz, Vice-President of the Government of Spain and Minister for the Ecological Transition and the Demographic Challenge; H.E. Neale Richmond TD, Minister of State for International Development and Diaspora of Ireland; Afke van Rijn, Vice-Minister for the Environment and International Affairs of the Netherlands; Celeste Saulo (WMO); Inger Andersen (UNEP); Florence Rabier (ECMWF); Marcos Neto (UNDP); Noura Hamladji (UNFCCC); and others.
The event will be livestreamed directly on the home page of the SOFF website, making it accessible to audiences around the world.

Part of the COP30 Action Agenda, this session will announce the Systematic Observation Impact Bond, a pioneering financial instrument that mobilizes innovative finance to close the global weather and climate data gap. It will also launch a Mutirão — a collective action and a coalition to strengthen weather and climate observation systems as a global public good
